With reference to my letter of the 21st instant

I have the honour to inform you that I have taken the

liberty to address a similar enquiry to His Britannio

Kajesty's Consuls-General and Consuls at the various

Treaty Ports in Chána with a view to watching as far

as possible the mexements of Indians who are suspected

of being concerned in the dissemination of deditious

literature, and also of ascertaining the mbers of

Indians employed in China not being members of the

Shanghai Police Force.

2. Information is in my possession on the subject

of the dissemination of seditious literature by Indiazm

at Amoy and Canton, and of searet gonfabulations with

Indians at the German Consulate at Canton, and I am

informed
